Dear Implementation Liaisons,

Last month's AASHE conference was a huge success, and we had a great turnout for the IL networking session--even after bringing in an extra table and chairs we could still barely fit everyone in! More than 80 people attended, and the energy in the room was palpable as we discussed key issues in implementing the ACUPCC. Next year we intend to provide more opportunities for schools to interact and learn from each other, starting with a monthly school update in this newsletter. If you are interested in sharing your school's experience on the road to carbon neutrality and would like to submit an article and photo, please contact me at toni@aashe.org. Next week we will be sending the brand-new IL Handbook to all of you in the mail, so please let me know if you do not receive it. Also, just a friendly reminder to the 68 schools with a January 15, 2008 implementation start date--your Greenhouse Gas Reports are due on January 15, 2009.

New Data Views in the ACUPCC Reporting System

To help signatories get a sense of how their emissions compare to the emissions of other signatories in their Carnegie Classification, AASHE has added some new data views on the ACUPCC Reporting System. The new visualizations are dynamically updated bar charts showing average gross emissions per square foot of built space or per student for each Carnegie classification and pie charts showing the percent of average gross emissions from each source for each Carnegie grouping. We plan to add new and improved data views over time--please contact us at reporting@aashe.org if there is something in particular that you would like to see. And don't forget to visit the ACUPCC Reporting System at its new address, acupcc.aashe.org.

ACUPCC Voluntary Carbon Offset Protocol Launched

As many of you know, the ACUPCC Voluntary Carbon Offset Protocol and accompanying guidelines document was released at the AASHE conference. The Protocol was developed under the leadership of three ACUPCC presidents – David Hales of College of the Atlantic, Judith Ramaley of Winona State University, and David Shi of Furman University – with the help and support of representatives from other ACUPCC institutions, experts from the carbon markets, and Second Nature. The protocol was developed to: (1) Help ACUPCC institutions evaluate if, when, and how to incorporate offsets in their climate action plans; (2) Help institutions that have not yet signed to better understand the Commitment and the role of offsets; and (3) Raise the bar and help improve the offset markets (it is already doing so), by providing a strong, collective voice from the higher education sector... Clean Renewable Energy Bonds Used to Fund Wind Turbines at the University of Minnesota-Morris

The University of Minnesota-Morris received funding for three projects in 2007 from the Clean Renewable Energy Bonds (CREBs) program managed by the Internal Revenue Service. First created under the federal Energy Tax Incentive Act of 2005, the CREBs program allows electric cooperatives and government entities to issue tax-free bonds to finance renewable energy projects at 0 percent interest. The Energy Extension and Improvement Act of 2008, passed on October 3, authorized $800 million for new CREBs to be issued through December 31, 2009; one-third of this amount is ear-marked for state, local, and Indian tribal governments, including public colleges and universities. This program is perhaps the best option schools have to obtain funding for renewable energy installations on campus, although many financing opportunities are also available at the state level... The National Teach-In on Global Warming Solutions
will "focus" on the first 100 days of the new administration and engage the country in a discussion centered around the Presidential Climate Action Project. The initiative is a follow-up to last January's teach-in, Focus the Nation, which involved faculty, students and staff at over 1900 institutions. The teach-in will again engage young people in direct dialogue with members of Congress through a partnership with Speaker Pelosi's office.
